Apple ceases signing for 8.1, which means that you can only downgrade to iOS 8.1.1

iOS 8.1

Apple has closed the signing window for iOS 8.1 on compatible hardware, including iPhone, iPad and iPod touch. This means consumers will no longer be able to download this specific OS release and downgrade to an earlier version of iOS.

Should you wish to downgrade from the latest version of iOS for any reason, 8.1.1 is the earliest public release you can download and install. iOS 8.1.1 is the most recent update published by Apple, which included numerous bug fixes and improvements.
