VSCO Cam
VSCO Cam offers manual camera controls for focus, shutter speed, white balance, and exposure compensation. Just launch the camera portion of VSCO Cam and then tap the settings gear in the top left. You can also choose to use auto settings for some and not others, which comes in handy when you're only having a problem balancing one particular setting.

Pro Camera has been one of my favorite replacement camera apps for a long time, mainly due to the tremendous amount of edits you can perform within one app. You can manually control white balance, focus, and exposure. Camera+
Camera+ has long been a favorite camera replacement app for many iPhone users and with manual controls in live mode, it's gotten even better. As always, you can touch to focus but set a separate exposure point if you'd like. You can also change shutter speed, exposure control, and more. The best thing about Camera+ is that those not terribly familiar with photography terminology can still find it easy to use while those that want granular control can easily have it, and both audiences will end up with great photos.
If you want manual control options but not at the sake of usability, or if you're relatively new to manual controls, Camera+ offers a great learning environment through excellent live previews and menu layouts.
